Abstract | The Clean Water Act of 1977 as amended by the Oil Pollution Act of 1990 required the creation of 'federal areas', for which broadly based area committees, chaired by federal On-Scene Coordinators would prepare Area Contingency Plans. In EPA Region VI, the five state regional area has been designated as the federal planning area, and the Regional Response Team serves as the planning committee. An Area Contingency Plan has been prepared which fully meets the requirements set forth in Section 4202(b)(1)(A) of the Oil Pollution Act of 1990. This plan recognizes the existence of several areas that have disproportionately high risk of major oil spills, and provides greater levels of detail for those areas. |
