Abstract |
The fundamental objective of the study is to assist the Environmental Protection Agency in finding ways to increase the nation's supply of pipeline quality gas for stationary use, by reference to government regulation which attend these fuels. The report is limited to the analysis of regulatory aspects attending the supply of gas. A comprehensive picture is developed of the current situation as it related to the regulation of supply and distribution of gas in the United States. This included (a) identification of regulatory authorities and their function, (b) a definition of existing procedures available for bringing about changes in the supply and distribution of gas, and (c) suggestions as to how EPA may participate to bring about changes defined in (b) above. After setting out the current situation, future changes foreseen in the regulation of gas are identified. Possible strategies for bringing about future changes are suggested, and estimates have been made respecting cost effectiveness and time requirements for optimal strategies.
