Abstract |
This report studied the issue of integrating air and water quality planning, coastal zone management, and energy facility siting activities in coastal areas of California, Oregon, and Washington. The study considered exploration, extraction, refining, storage, transfer, and shipment of oil and gas; thermal power plants; and construction and fabrication yards for oil drilling equipment to be used on the outer continental shelf. After identifying problems in the regulatory process, recommendations were developed to deal with these problems and included suggestions to consolidate the state and federal environmental review procedures, reduce duplication in permit applications, and clarify interagency relationships. |
