Abstract |
The purpose of this report is to respond to the Clean Air Act (Act) requirement to report to the Congress on consumer and commercial products as contributors to ozone nonattainment. The objectives of the study are (1) to determine the potential of consumer and commercial product VOC emissions to contribute to ozone levels which violate the national ambient air quality standard (NAAQS) for ozone; and (2) establish criteria for regulating consumer and commercial products or classes or categories of products under the authority of section 183(e) of the Act. EPA consulted with consumer product manufacturers and other interested parties to determine which products would be the most amenable to an expedited regulation that could achieve significant VOC emission reductions without serious adverse effects on consumer satisfaction or price of the products. The industry identified a group of 24 consumer products that meet these criteria. |
