| Abstract |
This study focuses on evaluating the effectiveness of the soil and water conservation programs in meeting their mandate to control erosion on agricultural lands. The evaluation framework is established by describing the legislative mandates and operational procedures followed by each program. Consideration is given to both the horizontal linkages between the programs of different agencies and to the intra-agency linkages between the establishment of program objectives, planning and implementation strategies. |
