Abstract This decision document presents the U.S. Environmental Protection Agency's (EPA's) amended selected remedial actions for contaminated groundwater at the Koppers Company, Inc. (Koppers) site in Oroville, California. This ROD Amendment modifies the previously selected remedy for contaminated groundwater at the Koppers site. The revision affects both the cleanup standards and the cleanup technologies selected in the 1989 ROD for the site's single operable unit. Amendment No. 2 to the ROD provides for (1) a Technical Inpracticability (TI) Waiver due to Dense Nonaqueous-Phase Liquid (DNAPL) contamination, (2) adding enhanced in-situ bioremediation to the remedy to augment pentachlorophenol (PCP) destruction, and (3) adding Monitored Natural Attenuation (MNA) as a contingency remedy should enhanced in-situ bioremediation nutrient distribution not be fully achieved in the aquifers.
