Abstract |
Interviews were conducted with 70 planners from federal water resources agencies to determine their attitudes toward planning objectives, their personal role in planning, the social-political structure, time, and the environment. Responses of the planners are summarized and compared with views of others on the proper role of the planner in the planning process. Some conclusions as to methods in improving the planning process are presented. |
