Abstract Clairol's plant in Camarillo, California, handles about 20 percent of its national production volume, employing 79 people. In 1985, when the local disposal facility was abruptly closed to liquids, the Camarillo plant was producing an average of 1,000 gallons per day of waste rinsewater that required disposal off-site. In January 1986, Clairol's Camarillo plant adopted a 'zero-waste program' aimed at eliminating off-site disposal by 1991. All employees were encouraged to participate in the program, and each process was studied for its contribution to the waste stream.
