Abstract | This plan provides for a pattern of coordinated and integrated response by departments and agencies of the Federal government to protect the environment from damaging effects of pollution. It provides for timely and effective coordination and direction of Federal, state, and local response systems and supports the development of capability by local government and the private sector to handle such incidents. This plan provides the organizational structure and objectives necessary to prepare for and respond to a discharge of oil or release of hazardous substances, pollutants, and contaminants. |
