Abstract
The assessment of the general condition of the impoundments is based upon avaiable data and visual observations. Detailed investigations and analyses involving topographic mapping, subsurface investigations, testing and detailed computational evaluations are beyound the scope of this report. In reviewing this report, it should be relaized that the reported condition of the impoundments is based on observations of field conditions at the time of assessment, along with data made available to the assessment team. In cases where an impoundment may have been lowwered or drained prior to the assessment, such action, while improving the stability and safety of the impoundment, removes the normal load on the structure and may obscure certain conditions, which might otherswise be detectable if inspected under the normal operatin enviornment of the structure. It is critical to note that the condition of impoundments depends on numerous and constantly changing internal and external conditions and is evolutionary in nature. It would be incorrect to assume that the present condition of the impoundment at the time of the assessment is representative of the condition of the impoundment at some point in the future. Only through continued care and assessment can there be any chance that unsafe condtions will be detected.
