Abstract
Substandard performance of newly constructed municipal waste-water treatment plants has been widely reported. Plant operating performance is becoming a national issue, as one of President Carter's four priority issues within EPA and as a subject of increased Congressional review. Citizen taxpayers are slowly becoming aware that wastewater clean-up is two to four times the annual cost of a few years ago, and generally unaware that clean water standards are being achieved in only 50% to 70% of the plants. The seven interest groups (Legislators, Federal Administrators, State Leaders, Municipal Managers, Plant Operators, Engineering Consultants and Equipment Manufacturers) need to determine priorities among the Plant deficiencies and organize solutions.
