Abstract
The document describes the municipal solid waste situation in the United States and presents a strategy to improve the management of wastes nationwide. The background document and appendices (which are available through NTIS), provide data on the problem and develop the arguments for alternative solutions. Major waste stream components and other contributors are presented in the appendices along with a rationale and an approach for local officials to identify true costs of waste management options.
