The principal purpose of the guidelines is to help those engaged in urban construction to prevent the uncontrolled movement of soil and the subsequent damage it causes. A comprehensive approach to the problem of erosion and sediment control provides: A description of how a preliminary site evaluation determines what potential sediment and erosion control problems exist at a site being considered for development, Guidance for the planning of an effective sediment and erosion control plan, and Procedures for the implementation of that plan during operations.
