2007 Progress Report: Integrating Land Use, Transportation, and Air Quality Modeling

EPA Grant Number: R831837
Title: Integrating Land Use, Transportation, and Air Quality Modeling
Investigators: Waddell, Paul , Layton, David F , Bhat, Chandra , Outwater, Maren , Pendyala, Ram
Current Investigators: Waddell, Paul , Bhat, Chandra , Outwater, Maren , Pendyala, Ram , Layton, David F
Institution: University of Washington , The University of Texas at Austin , University of South Florida
EPA Project Officer: Chung, Serena
Project Period: September 16, 2004 through September 15, 2007 (Extended to September 15, 2008)
Project Period Covered by this Report: December 1, 2006 through December 1,2007
Project Amount: $700,000
RFA: Regional Development, Population Trend, and Technology Change Impacts on Future Air Pollution Emissions (2004) RFA Text |  Recipients Lists
Research Category: Climate Change , Air

Objective:

The proposal focuses on one of the key research questions identified in the RFA: “How might models that project changes in land-use and activity locations be improved to better reflect and integrate lifestyle, economic production, and public policy factors that drive vehicle miles traveled?” Our proposal addresses this research topic by building on UrbanSim, an Open Source urban simulation system developed in the last several years at the Center for Urban Simulation and Policy Analysis (CUSPA) at the University of Washington. We propose to integrate into this platform an activity-based travel model component and a network assignment component, and tightly couple this system to air emissions models.  These objectives have not changed since the project was proposed.

Progress Summary:

The following are highlights of the period from December, 2006 to December, 2007:

•  Published six papers in peer-reviewed journals from the research in this project over this period,
with several more technical working papers completed and in preparation for journal sumbission
•  Converted the UrbanSim model for the Puget Sound to use parcels and buildings, allowing much
finer-grained measures of accessibility and travel.
•  Created a new real estate development model that uses parcel-level detail and a development
template approach in order to represent the heterogeneity in real estate that exists in the urban
landscape, and which influences attractiveness, property values, and accessibility.

Budget:

Expenditures on this project between December 1, 2006 and November 30, 2007 totaled  $ 132,480,
and the cumulative expenditures by November 30, 2007 were $250,264.

Quality Assurance:

Quality assurance in the development of the database used for the calibration of UrbanSim for the
Puget Sound region was provided by engaging the staff of the Puget Sound Regional Council, and a
Technical Advisory Committee consisting of local planners and other experts.  Extensive model
validation is underway on the UrbanSim application in the Puget Sound, and this will be used as a
baseline for this EPA project.
