Objective:

Contribute to the nation’s water-related human, environmental, and economic well-being by removing barriers, developing tools, and providing knowledge in service of implementation of EAR. 

Progress Summary:

  • Identified interconnections between pillars by developing an outline of our EAR Lifecycle Map. This now captures a mature and robust structure that supports the construction and articulation of conceptual bridges between geochemical, legal, and economic topics.
  • Drafted several written sections, figures, tables, and lists of figures/tables to be created.
  • Produced a cost-benefit analysis (CBA) of the Recharge Net Metering (ReNeM) program which uses incentive payments to encourage construction and operation of a series of EAR systems on private land.

Future Activities:

  • Onboard one postdoctoral scholar to primarily assist the economics pillar and hire and onboard a second postdoctoral scholar to augment the geochemical team’s efforts.
  • Narrow to a select list of priority EAR case studies for further exploration.
  • Undertake engagement centered around case study development and research.
  • Attend conferences to present on this EAR project.
  • Produce a preliminary risk assessment tool.
  • Refine a knowledge database of geologic, water quality and physico-chemical criteria and their interaction and dependencies to be considered for different EAR types and human and environmental health concerns.
  • Produce further in-depth analysis of additional key legal topics.
  • Identify priority topics for legal decision support guide development.
  • Complete a robust economics literature review to develop a repository of existing data on possible values to attach to variables within a CBA and life-cycle assessment of EAR, noting the metadata for these values.
  • Develop a draft methodology for quantifying aspects of EAR not typically expressed in numerical terms but that nonetheless have bearing on EAR project development.
