Technical Outreach Services for Communities (TOSC) and Technical Assistance to Brownfields Communities (TAB) Programs

EPA Grant Number: R828772C009
Subproject: this is subproject number 009 , established and managed by the Center Director under grant R828772
(EPA does not fund or establish subprojects; EPA awards and manages the overall grant for this center).

Center: National Research Program on Design-Based/Model-Assisted Survey Methodology for Aquatic Resources
Center Director: Stevens, Don L.
Title: Technical Outreach Services for Communities (TOSC) and Technical Assistance to Brownfields Communities (TAB) Programs
Investigators: Lach, Denise H. , Williamson, Kenneth J.
Current Investigators: Williamson, Kenneth J. , Lach, Denise H.
Institution: Oregon State University
EPA Project Officer: Aja, Hayley
Project Period: September 1, 2001 through August 31, 2003 (Extended to August 31, 2006)
Project Amount: Refer to main center abstract for funding details.
RFA: Hazardous Substance Research Centers - HSRC (2001) Recipients Lists
Research Category: Hazardous Waste/Remediation , Land and Waste Management

Objective:

The hazardous substance centers can provide essential unbiased technical assistant to communities affected by hazardous wastes. This technical assistance helps communities to be involved in the process of remediation of contaminated sites and minimizing potential exposure to hazardous chemicals.

The objective of this project is to develop an effective technical outreach program for communities in the eight Western states that will help communities to be better informed, educated, and empowered in relation to hazardous waste sites and emissions in their community.

Approach:

The technical outreach program will partner with affected communities through dissemination of program brochures, by referrals by EPA Region 9 and 10 and state community involvement personnel, and by linking with various appropriate webpages that are frequently read by community groups. The program will provide technical assistance on a as-needed basis related to human health issues, understanding risk assessment, education on the CERCLA and state equivalent clean-up processes, review of technical documents, and community support at public hearings. Necessary criteria for community selection will be the presence of impacts from hazardous waste exposure and a recognized community group with which to interface; preference will be given to environmental justice and low-income communities.

Expected Results:

The technical outreach program is expected to provide a range of service to 10-15 communities during a year throughout the eight Western states.
