Reducing channel cross-sectional area (wrong!)

A safer design would be to retain a cross-sectional area closer to the size left after the floods of Hurricane Fran. The increased channel area not only makes over-bank flooding potentially less frequent, but also decreases velocity and potential flood energy that could damage downstream areas.
