Abstract The report evaluates the feasibility of using liquid fillneck seals instead of mechanical fillneck seals. The issue is a concern because the only significant uncontrolled source of hydrocarbon emissions from motor vehicles is the gasoline vapor which escapes during motor vehicle refueling. In an uncontrolled refueling, the vapors that are displaced during the refueling, the vapors that are displaced during the refueling event pass through the fillneck and escape to the atmosphere. Systems designed to control these emissions are called refueling vapor control systems. When the controls are vehicle based, they are generally referred to as onboard vapor recovery system.
