||This report describes the following: Characterization of the refuse derived fuel (RDF) produced; Equipment and plant performance evaluations; An analysis of plant maintenance and manpower requirements; An analysis of plant operating costs. Also included is a brief summary of the boiler environmental emissions and boiler performance when mixtures of coal and RDF are burned. During the year the plant processed 37,136 Mg of municipal solid waste. Average as received heating value of the RDF produced was 13,050 kJ/kg at 23.0% moisture and 17.4% ash. The net cost of operating the refuse processing plant after credits were given for the RDF, recovered metals and dump fees was $18.90/Mg of municipal solid waste received. The economic model of the plant showed that a volume increase is the most attractive method of reducing the net cost.
