Abstract |
This manual describes a set of procedures that can be used to evaluate voluntary mobile source emission reduction and commuter choice incentive programs for State Implementation Plan (SIP) and employer-based commuter choice programs. To simplify their use, they have been implemented in a spreadsheet model, entitled COMMUTER, whose operation is explained in a companion report entitled 'COMMUTER Model User Manual for Analysis of Voluntary Mobile Source Emission Reduction and Commuter Choice Incentive Programs.' The procedures are intended to be simple to apply, with data requirements the minimum necessary to evaluate alternative programs. At the same time, the analytical techniques employed in these procedures are consistent with existing state-of-the-practice travel modeling techniques widely employed by transportation professionals. |
