Abstract |
The objective of this report is to determine whether a potential funding gap could emerge between projected needs and current spending with respect to clean water and drinking water infrastructure. The analysis presents in detail the methods for quantifying the gap for the purpose of providing transparency as to how the estimates were derived. The results are expressed as a range; each range also has a point estimate that is the average of the different combinations of assumptions that could be used in calculating the gap. By presenting the findings as a range, the report acknowledges the uncertainty. The report confines itself to quantifying the funding shortfall for capital and operations and maintenance (O&M) investments that will be needed to ensure that clean water and drinking water systems can continue to protect the environment and public health. The policy implications of the funding gap are beyond the scope of the present analysis. |
