Abstract |
This document presents the findings of an extensive study of selected minerals in the Minerals for the Construction Industry segment of the mineral mining industry for the purpose of developing effluent limitations guidelines for existing point sources and standards of performance and pretreatment standards for new sources, to implement Sections 301, 304, 306 and 307 of the Federal Water Pollution Control Act, as amended (33 U.S.C. 1551, 1314, and 1316, 86 Stat. 816 et. seq.) (the 'Act'). Based on the application of best practicable technology currently available, 6 of the 9 production subcategories (comprising 15 minerals) under study can be operated with no discharge of process generated waste water pollutants to navigable waters. With the best available technology economically achievable, 8 of the 9 production subcategories can be operated with no discharge of process generated waste water pollutants to navigable waters. No discharge of process generated waste water pollutants to navigable waters is achievable as a new source performance standard for all production subcategories except mica, wet benefication process with ceramic grade clay as by-product. Supporting data and rationale for development of the proposed effluent limitations guidelines and standards of performance are contained in this report. |
