Abstract This document is intended to provide guidance for performing I/M program evaluations using a Remote Sensing Device (RSD). The next section is a background regarding EPA regulation of state I/M programs and a history of methods used to evaluate these programs. Section 3 describes different approaches to evaluate I/M programs, using roadside pullover data or independent remote sensing measurements. Section 4 summarizes equipment specifications and measurement procedures, while Section 5 outlines important design parameters for the collection and analysis of RSD program evaluation data. Section 5 also discusses quality control issues that should be considered in an evaluation. Section 6 describes in detail three alternative methods to perform short-term evaluations of the I/M programs using remote sensing data and discusses the advantages and disadvantages of each. The three methods are the Step Change, the Comprehensive, and the Reference analysis methods. How in-program data can be used to evaluate the long-term, cumulative effect of I/M programs is covered in a separate document.
