Abstract This initial volume presents a 'desktop' procedure which was developed to do a nationwide assessment of stormwater pollution control costs. The desktop procedure permits the user to estimate the quantity and quality of urban runoff in the combined, storm, and unsewered portions of each urban area in his jurisdiction. Using generalized results from the nationwide assessment, the optimal mix of storage and treatment and its associated costs may be estimated. Also, comparisons between tertiary treatment and stormwater management are presented.
