Abstract The report examines the cost, changes in exposures seen by the public, and economic impacts associated with setting alternative carbon monoxide NAAQS. Four alternative 8-hour NAAQS were analyzed: 9 ppm, one observed exceedance, and 9, 12, and 15 ppm one expected exceedance of daily maxima. Three time periods of analyses are used: 1987, 1990, and 1995. Also discussed is the health evidence supporting the carbon monoxide (CO) standard and the reduction in exposures associated with different CO standards. The report is intended to fulfill the requirements of E.O. 12291, which requires that a regulatory analysis be undertaken for every rule resulting in an annual impact of $100 million or more.
