Abstract The Agency requested public comments on the rule to prohibit the land disposal of the second one-third of the schedule of restricted hazardous wastes, known as the Second Third. The regulated community, environmental organizations, trade associations, State and Federal agencies, and concerned citizens submitted over 90 written comments on the proposed rule. EPA compiled three volumes of the comments. The volume addresses comments on waste specific capacity concerns.
