| Abstract |
The Enforcement Program Review Framework is a collaborative effort by States and EPA to achieve greater consistency and results from environmental compliance. Under the Framework, there are 13 review elements, 12 of which apply to inspection, enforcement and data activities common to the Clean Air Act stationary source (CAA), the Resource Conservation and Recovery Act (RCRA) hazardous waste and the Clean Water Act NPDES programs. A thirteenth element is included to describe alternative approaches, compliance assistance, etc. associated with these CAA, RCRA and NPDES compliance programs. In May 2005, Region 6 hosted a policy level meeting with LDEQ and other State enforcement managers to introduce and discuss the Review Framework. LDEQ also participated in the national Framework training co-hosted by the Environmental Council of States and EPA. In February 2007, the LDEQ and Region 6 Framework Review teams conducted a dry run of the Framework process in preparation for the actual review which began in April 2007. On-site file reviews at LDEQs office in Baton Rouge and remotely through electronic access to the Environmental Data Management System were completed in May 2007. |
