Abstract This decision document presents the selected remedial action for Operable Unit 3 of the William Dick Lagoons Site (Site), in West Caln Township, Pennsylvania. The remedy described in this Record of Decision is for Operable Unit 3 at the Site. The remedy selected for Operable Unit 3 will reduce the concentrations of hazardous substances in the Site soils so that leaching of contaminants into the groundwater will be minimized. Reduction of the volatile organic compounds and semi-volatile organic compounds in the soils is necessary in order the groundwater will not continue to be impacted above acceptable levels. In addition, the installation of a vegetative soil cover or multi-layer cap will prevent the surrounding community from exposure to Site-related contaminants through inhalation, ingestion, and dermal contact.
