Abstract The U.S. Environmental Protection Agency (EPA) met 68% of its commitments for all National Water Program measures in fiscal year (FY) 2009. Twenty-five percent (25%) were not met, and 7% did not have enough data available to assess progress or no reporting was expected for 2009. FY 2009 represented an increase in the number of measures met from FY 2008 (63%). Other highlights include: (1) Sixty-six (66%) percent of the outcome-based Strategic Targets met their FY 2009 commitments. This was a slight increase in the percentage of Strategic Targets met in 2008 (57%). (2) Seventy-one percent (71%) of the output-oriented Program Activity Measures (PAMs) met their commitments in 2009. There has been a gradual increase in the percentage of PAMs that have met their commitments over the past four years from 59% in 2006 to 71% in 2009. (3) Seventy-four percent (74%) of the commitments under Goal 2 of the 2006 Strategic Plan were met in 2009, 17% were not met, and 9% had no data available. Sixty percent (60%) of the commitments under Goal 4 were met. (4) Oceans and Coastal Protection, Drinking Water, Puget Sound, and the Pacific Island subobjectives were most successful in meeting their 2009 commitments. (5) On average, 84% of performance commitments set by the EPA Regional Offices for activities in their geographic areas were met in 2009, while 16% of commitments were missed. This was a slight improvement over the FY 2008 results of 82% met.
