Abstract The U.S. Environmental Protection Agency or state regulatory agencies, under the Clean Water Act, can require industries which cannot achieve water quality based effluent limitations specified in their NPDES permit to conduct a Toxicity Reduction Evaluation (TRE). The objective of the TRE is to determine those actions necessary to reduce the effluent's toxicity to acceptable levels. This approach was written to describe a generalized methodology for the design and performance of a TRE at an industrial facility. A six-tier approach was directed toward the reduction of toxicity of the whole effluent rather than specific components within the effluent. A flow chart was designed as a dichotomous key linking the phases in a systematic progression to achieve the final result, which is an effluent that consistently meets the toxicity limitation assigned to it.
