Abstract | The document provides the technical background and justification for EPA's proposed regulation (40 CFR Part 503) covering the surface disposal of municipal sewage sludge. Because a risk assessment methodology for surface disposal has not yet been developed, the document presents the risk assessment methodology used to derive risk-based limits for contaminants in monofilled sewage sludge, which can be modified to derive risk-based contaminant limits in surface-disposed sludge. The underlying assumptions of the methodology, embodied in a series of computer models, are discussed, and the values assigned to the model parameters for monofills are presented and justified. The maximum allowable sludge contaminant concentrations for surface-disposed sludge are then presented, and the results of a sensitivity analysis for monofills are also included. Finally, the various siting limitations and management practices mandated by the regulation are discussed and justified. |
