Abstract | This document presents the Economic Analysis (EA), prepared by the U.S. Environmental Protection Agency (EPA), of the benefits and costs of the final Stage 2 Disinfectants and Disinfection Byproducts Rule (DBPR). Executive Order 12866 requires federal agencies to conduct an analysis of the benefits and costs of proposed and final rules that cost over $100 million annually. Although EPA's analysis of the Stage 2 DBPR has determined that its annual costs are most likely below this threshold, EPA has chosen to publish a complete EA for this rule. |
