The Clean Air Act Amendments of 1990 (CAA) require the establishment of a Clean Fuel Fleet Program in certain areas of the country which have significant air pollution problems. The purpose of the program is to introduce and encourage the use of lower-emitting motor vehicles and clean alternative fuels in the covered areas. To accomplish these objectives in an efficient and effective manner, centrally-controlled vehicle fleets were chosen by Congress as the focus of the program. The document presents the Environmental Protection Agency's (EPA) estimates of the likely costs, benefits, and impacts of the Clean Fuel Fleet Program. |
