Abstract | A strong enforcement program is one of the highest priorities for the Environmental Protection Agency (EPA). Aggressive enforcement is the key to effective EPA, State, local and international programs and a clean environment. As the regulatory responsibilities grow, EPA must maintain an enforcement program that will protect human health and the environment, as well as promote pollution prevention and waste minimization on the part of the regulated community. As part of the Agency-wide strategic planning process, EPA directed the Office of Enforcement to develop a comprehensive enforcement plan with both media-specific (i.e., air, water, toxics, etc.) and cross-media components. The Enforcement Four-Year Strategic Plan outlines the capabilities which will be needed to enhance enforcement efforts for the future. Several are now being implemented on a pilot basis, while others will be fully developed over the next several years. |
