Abstract | This report describes alternative financing programs in eighteen States. These programs finance the construction of wastewater treatment facilities, as well as many other infrastructure needs. There are a variety of innovative approaches being taken to establish these State-sponsored financial intermediaries. States have created independent water and sewer authorities, and established State loan and bond programs to improve local government access to credit. Each approach is creatively tailored to the particular needs and statutes of the State. |
