Abstract |
The purpose of the report is to comply with the Congressional edict and to establish the factual basis for EPA decision making regarding the appropriate regulatory status, under RCRA, of CKD waste. In keeping with the statutory requirements, the report addresses the following eight study factors: The source and volumes of cement kiln dust (CKD) generated per year; Present disposal practices; Potential danger, if any, to human health and the environment from the disposal of CKD; Documented cases in which danger to human health or the environment has been proved; Alternatives to current disposal methods; The costs of such alternatives; The impact of those alternatives on the use of natural resources; and The current and potential utilization of CKD. In addition, the report includes a review of applicable state and federal regulations, so regulatory decisions that derive from the report will avoid duplication of existing requirements. |
