Abstract | This report was prepared in response to Section 317 of the Federal Water Pollution Control Act Amendments of 1972, in which the Administrator of EPA was directed to continue to investigate and study the feasibility of alternative methods of financing the costs of water pollution abatement. In an effort to be responsive to current Congressional interests, the basic options that were studied were: (1) improvements to the existing Construction Grants Program, (2) an Environmental Trust Fund, and (3) an Environmental Loan Program. The analysis does not address the management of the Construction Grants Program. The Report is concerned with economic/financial alternatives. |
