Abstract | A national goal of the Clean Water Act is to achieve water quality that provides for the protection and propagation of fish, shellfish, and wildlife, wherever attainable. To ensure a sound scientific basis for the protection of aquatic and other ecosystems and the diversity of species they support, the USEPA published a Framework for Ecological Risk Assessment in 1992 and Guidelines for Ecological Risk Assessment in 1998. Since the early 1990s, the USEPA has also urged the use of a 'watershed approach' to aquatic ecosystem protection, which views the geographic area encompassed by a watershed as the basis for monitoring, assessment and the formation of management partnerships and action plans. The watershed is also the usual basis for establishing total maximum daily loads (TMDLs) for impaired waters. |
