National emission standards for the control of hazardous air pollutant emissions from the dry cleaning industry are being proposed under the authority of Section 112 of the Clean Air Act, as amended. These standards apply to existing and new dry cleaning facilities, the construction or reconstruction of which began on or after the date of proposal. This document contains a summary of the technical information used to support development of the standards. This document also discusses the regulatory alternatives considered during development of the proposed standards and the environmental and cost impacts associated with each alternative. A detailed 'Economic Impact Analysis of Regulatory Controls in the Dry Cleaning Industry' is contained in (PB92-126770) dated October 1991.
