Abstract | The six interstate water pollution control compact commissions (IWPCC) funded by EPA were the principal subject of the study. At issue was which water pollution control functions are better administered by the states, and which by the IWPCCCs. To the extent that EPA would change their policy as to roles supported, there are implications as to the EPA operating fund grants between the states and the IWPCCCs. |
