Abstract | The Northwest Area Contingency Plan (ACP) supersedes the working draft released in March 1993 which officially replaced the Local Contingency Plans for MSO Puget Sound and MSO Portland; it functions as the Inland Area Contingency Plan for the Environmental Protection Agency; and it replaces Washington and Oregon Statewide Master Plans as the primary response and planning document for oil spill response. This volume represents the basic plan. It is the summation of policies and procedures for two Coast Guard Captain of the Port Zones, the Statewide Master Plans for the States of Oregon and Washington, and EPA Inland Region Ten. It provides Federal, state, and local responders in the Pacific Northwest with a single comprehensive response and planning document. |
