Abstract
In 1971, the Illinois Pollution Control Board adopted effluent standards to maintain and protect water quality within the state. According to Rule 408 of Chapter 3 of the Water Pollution Regulations, 22 pollutants were limited in discharges to specific concentrations. The technical feasibility of achieving these limitations was one of the primary bases considered in the promulgation of these values. The major emphasis of this report is to address the economic impact resulting from either (a) maintaining the existing TDS standard, or (b) adoption of a new TDS standard that would allow the Village of Sauget to come into compliance.
