Abstract |
The Regulatory Impact Analysis Report (Final) was prepared to evaluate the General Pretreatment Regulations (40 CFR 403) and a range of possible alternative regulatory strategies/options in a manner consistent with the intent of Executive Order 12291. This evaluation examined the need to protect the operations of publicly owned treatment works from industrial discharges, the potential contamination of POTW sludge, and the need to control the pass through of toxic pollutants specifically included in EPA categorical pretreatment standards for industries. The analysis focuses on identification of key policy issues and relevant data and use of analytical techniques to assist EPA in evaluating the General Pretreatment Regulations. |
