Abstract |
The Engineering and Analysis Division (EAD) of the U.S. Environmental Protection Agency (EPA) has conducted a preliminary study to determine the applicability, usage, and utility of the metal finishing regulation. A review of metal finishing must consider the impact of the promulgation of a new regulation for metal products and machinery which will control wastewater discharges from the same and similar processes as presently controlled by metal finishing and electroplating guidelines and standards. The study summarizes the preliminary data collection for the MP&M rulemaking. EAD reviewed existing data and information from a variety of sources, including development documents, data summaries, and documents in the rulemaking records for related categories. EPA also conducted a survey of pretreatment coordinators on the utility of the metal finishing effluent guidelines and standards. The study offers options to accommodate the MP&M rule considering the inherent overlap between this rule and existing metal finishing rules and how the existing rules can be improved to make them more practicable by permit authorities. |
