Abstract |
The purpose of this handbook is to motivate interested agency personnel to broaden the use of, pollution prevention as the means of correcting violations (i.e., injunctive relief) and as Supplementary Environmental Projects (SEPs), i.e., pollution prevention in exchange for some degree of penalty reduction. In Section II we review the concepts of pollution prevention, technology innovation, and diffusion. Section III contains a discussion of the role of pollution prevention in the agency's enforcement program. Section IV contains suggested approaches for recognizing and creating the potential for pollution prevention conditions as injunctive relief or as SEPs. Finally, in Appendix A we present a summary of ten case studies of enforcement settlements containing pollution prevention conditions, case study commentary and analysis. |
