Abstract | The study examines ecological, technical, economic, and social data on which regulatory decisions for sludge management are founded; legal and institutional constraints on EPA; research on sludge management; and decision making in future sludge management. While primarily addressing the final stages of the wastewater treatment system as it applies to sludge treatment and disposal or reuse, the study also examines the potential for lowering the concentration of metals and other toxic materials in sludge through source control and pretreatment of industrial wastes. |
