Abstract |
The promulgation of the National Ambient Air Quality Standard (NAAQS) for Particulate Matter (PM) will require the revision of State Implementation Plans (SIPs) to account for the new standards. The purpose of the document is to describe a methodology for using these data to estimate the probability of nonattainment of the annual and 24-hour NAAQS for PM10 at various sampling sites in the country. The probability estimates will be used in conjunction with the Environmental Protection Agency (EPA) policy to help define where certain actions will be required. The document first discusses various measurement methods used to obtain the underlying rationale and methodologies for inferring ambient PM10 levels from available data. Methodologies for estimating the likelihood of not attaining PM10 NAAQS are presented, given ambient TSP data obtained with a high volume sampler. A procedure for estimating PM10 levels using IP data obtained with a dichotomous sampler is also described. Finally, limitations of the above methodologies are identified. |
