Recent data for the State of Minnesota indicate that the National Ambient Air Quality Standards for CO and OX will not be attained in all areas of the State by 1982, even if all reasonable available control technologies are applied. In view of this, it is likely that the State will rquest from U.S. EPA and extension of the compliance date beyond 1982. In order for this request to be considered, the state must, among other things, have adopted a firm schedule for implementing a motor vehicle inspection and maintenance (I/M) program in the highly urbanized non-attainment areas. In this connection, the State of Minnesota is currently planning for the implementation of an I/M program. As a part of this effort, detailed analyses have been performed of the costs, personnel requirements, rationale for selecting the particular option, scheduling requirements, and effects that the cold climate in Minnesota might have on emission testing associated with the particular program option being considered. This document reports these nalayses. |
