Abstract | For purposes of strategic planning, four key areas have been addressed: chemical, oil, emergency response and removal activities, and homeland security. While there are synergies that can be achieved through integration of these elements, there are also separate laws, funding streams and program nuances that need to be considered. A timeline of events presented in section 2 details key incidents and legislation that was developed over time to address similar incidents. |
