Abstract |
The State of Arizona has asked to purchase a one-square mile parcel of land from the U.S. Bureau of Land Management for siting a state-owned contractor-operated hazardous waste facility. At BLM's request, EPA agreed to serve as lead agency in preparing the EIS on the proposed land transfer. This EIS addresses concerns related to selection of a facility site. Impacts related specifically to the design and operation of the facility itself would be addressed through future permits issued by EPA and the Arizona Department of Health Services. The final EIS addresses comments on the Draft EIS by presenting additional discussion of several major environmental issues. It also assesses the impacts of a representative 'high technology' facility, which uses a high temperature incinerator to dispose of PCB wastes and other incincerable hazardous wastes. |
